PhilHealth Should be under DOF instead of DOH says Senator Panfilo M. Lacson
In light of a planned PhilHealth holiday in which private hospitals will refuse to honor PhilHealth coverage, Presidential aspirant Senator Panfilo M. Lacson suggested PhilHealth be managed by someone who knows how to manage funds and not a health practitioner. He stated that since Philhealth deals with insurance and not health, PhilHealth should be under the Department of Finance rather than the Department of Health and be led by someone who is a finance expert rather than a health expert or someone who has no background in either field.
Various senators agreed with this suggestion, such as Senator Mary Grace Natividad S. Poe-Llamanzares which stated in a Viber message that it made sense for PhilHealth to be headed by someone who is experienced in finance and noted that it was possible to find qualified individuals with backgrounds in both public health and finance. She further states: that it would be more beneficial to appoint the right person for the job, which is a true public health and finance expert.
Senator Juan Edgardo M. Angara also expressed his support to have more financial experts, actuaries, and management experts under PhilHealth. He added that PhilHealth, aided by the Universal Health Care Law, could have been a game-changer. However, it lacks efficiency and proper management. He called the current state of PhilHealth “one of the weak links in the country’s health system.”
