The Historical Evolution of IPAO 2024
The roots of IPAO trace back to 1917, when the Philippine Association of Optometrists was initially formed. However, the first attempt at creating a unified professional body faced challenges and eventually dissolved. The spirit of unity resurfaced in 1932, leading to the incorporation of the Philippine Optometric Association, later renamed the Optometric Association of the Philippines (OAP) in 1936. Despite the hardships brought about by World War II, the OAP endured, reorganizing in 1946 and becoming a non-stock corporation by 1948.
A significant milestone was achieved in 1976, with the establishment of the Samahan ng Optometrist sa Pilipinas (SOP), aimed at integrating all Filipino optometrists under one umbrella. This goal was fully realized in 1979, when President Ferdinand Marcos issued a Presidential Decree, mandating professional unification. Through this decree, the SOP-PAOI gained official recognition from the PRC, further strengthening the professional landscape of optometry in the country.

Legislative Breakthroughs and the Transformation to IPAO 2024
A landmark achievement in IPAO’s history came in 1995, when under the leadership of Dr. Charlie Ho, the organization successfully lobbied for the extension of the optometry program from four to six years. This monumental shift introduced the use of diagnostic pharmaceutical agents (DPAs), empowering optometrists with greater expertise in eye health management.
Despite facing legal scrutiny, the legislation was upheld by the Supreme Court in 1998, marking a new era for optometry in the Philippines. This legal victory coincided with the formal transformation of SOP-PAOI into the Integrated Philippine Association of Optometrists (IPAO), as mandated by Section 36 of Republic Act 8050, also known as the Revised Optometry Law. Since then, IPAO has grown exponentially, now comprising 72 chapters across the Philippines and internationally.
Expanding IPAO 2024: The Journey to Global Recognition
The commitment to professional excellence led IPAO to extend its reach beyond Philippine borders. In 2014, the IPAO Kuwait chapter was established under the leadership of Dr. Ho. However, after a brief period of inactivity, the chapter faced challenges in maintaining operations. Recognizing the importance of continued professional engagement, former members and new optometrists in Kuwait restructured the organization under the name AFOK in 2016.
This chapter thrived until 2022, when discussions on merging AFOK with IPAO gained momentum following the resumption of face-to-face meetings post-pandemic. The decision to consolidate both organizations was finalized on March 15, 2024, and the newly rebranded IPAO Kuwait Chapter was officially registered with the Philippine Embassy on April 18, 2024. Shortly thereafter, it received official affiliation with the National Chapter of IPAO on May 17, 2024.

Despite the inevitable challenges posed by leadership changes, resignations, and unfortunate losses of members, IPAO Kuwait continues to flourish. The chapter currently boasts nearly 30 active members, each committed to upholding the values of professionalism, collaboration, and service. This international extension highlights IPAO’s unwavering commitment to fostering global connections and strengthening the Filipino presence in the field of optometry.
The organization remains dedicated to providing ongoing professional development, ensuring that its members have access to training programs, networking opportunities, and continuing education.
