Educational Livelihood Assistance Program (ELAP)
The Overseas Workers Welfare Administration (OWWA) aims to safeguard and promote the welfare and well-being of OFWs. In lieu of this, OWWA offers scholarships, insurance, and education program for OFWs and their dependents. One of their programs offered is Educational Livelihood Assistance Program or ELAP.
Educational Livelihood Assistance Program or ELAP is a scholarship grant for the dependents of OFWs who were active OWWA members at the time of death, including convicted OFWs facing the death penalty in the host country. Only one child, usually the eldest child of member-OFW is given a scholarship grant.
ELAP serves as two-part assistance: an educational scholarship grant for the beneficiary and/or a livelihood assistance grant for the spouse. It grants the OFW-dependent as much as:
- PhP 5,000 – allowance for elementary
- PhP 8,000 – allowance for high school
- PhP 10,000 – allowance for college
Educational Livelihood Assistance Program (ELAP) also offers livelihood assistance to the surviving heir as much as PhP 15,000 worth of package.
What are the educational requirements for availing of ELAP?
- Accomplished Application Form
- Passport-size ID Photos (2 copies)
- PSA Authenticated Birth Certificate
- Proof of OWWA membership of the OFW-member
- School Records (Form 137/138, Transcript of Records (TOR) or Certified True Copy of Grades)
- Medical Certificate/Clearance from any DOH-accredited hospital/center/clinic
- Certificate of Good Moral Character issued by the principal/guidance counselor
- Accomplish original copy of the Scholarship Agreement
What are the economic requirements for availing ELAP?
- Accomplished Application Form
- Passport-size ID photos (2 copies)
- PSA Authenticated Birth Certificate
- Proof of OWWA membership of the OFW-member
- Certificate of receipt of the livelihood package
- Consent from the intended beneficiary that he/she is not interested in the project and is delegating the authority to his/her designated beneficiary who is willing to assume the responsibility for the family
Additional Requirements for Dependents of Convicted OFWs
- Member-OFWs name in the official list from the DFA of OFWs who are incarcerated/convicted and meted out of the death penalty in foreign countries as of February 2016
- For OWWA members who are not included in the list, a certification from DFA shall be required
