Educational Livelihood Assistance Program (ELAP)?

The Overseas Workers Welfare Administration (OWWA) is dedicated to ensuring the protection and promotion of the rights, welfare, and well-being of Overseas Filipino Workers (OFWs). As part of its services, OWWA provides various forms of support, including insurance, scholarships, and educational programs for OFWs and their family members. One of these support programs is the Educational Livelihood Assistance Program (ELAP).

The ELAP is a special scholarship and livelihood assistance initiative designed for the dependents of OFWs who were active OWWA members at the time of their death. This also includes cases where OFWs were sentenced to death in their host countries. Under this program, only one dependent—typically the eldest child—is eligible to receive the educational grant.

ELAP serves as two-part assistance:

  1. Educational support for the dependent, and

2. Livelihood assistance for the surviving spouse or legal heir of the deceased OFW.

The educational aid provided under ELAP varies depending on the beneficiary’s academic level:

  • PHP 5,000 – allowance for elementary
  • PHP 8,000 – allowance for high school
  • PHP 10,000 – allowance for college

In addition to the scholarship, livelihood assistance worth PHP 15,000 in the form of a package is also extended to the surviving spouse or designated family member. This aims to help the family start a small business or livelihood project to sustain their daily needs after the loss of their loved one.


What are the educational requirements for availing of ELAP?

  1. Accomplished Application Form – The applicant must completely fill out the official ELAP application form provided by OWWA. All necessary fields should be properly and accurately completed.
  2. Passport-size ID Photos (2 copies) – The applicant must submit two clear and identical passport-sized photographs. These should have been taken recently and must meet standard ID photo requirements (with a white background, no headwear unless for religious purposes, etc.).
  3. PSA Authenticated Birth Certificate – A certified true copy of the applicant’s birth certificate must be secured from the Philippine Statistics Authority (PSA). This document is essential in establishing the relationship between the applicant and the deceased OFW.
  4. Proof of OWWA membership of the OFW-member – Applicants must provide valid proof that the deceased or convicted OFW was an active member of OWWA at the time of death or conviction. This could be a copy of the OWWA membership record, OWWA ID, or an official certification from the OWWA office.
  5. School Records (Form 137/138, Transcript of Records (TOR) or Certified True Copy of Grades) –

    To verify the student’s current educational status and performance, the applicant should submit any of the following:

    • Form 137 or Form 138 (for elementary or high school students)

    • Transcript of Records (TOR) or

    • Certified True Copy of Grades, issued by the school or university the student is attending.

  6. Medical Certificate/Clearance from any DOH-accredited hospital/center/clinicA medical certificate or health clearance must be issued by a hospital, clinic, or health center accredited by the Department of Health (DOH). This is to ensure that the applicant is medically fit and capable of continuing their education.
  7. Certificate of Good Moral Character issued by the principal/guidance counselor – This certificate should be obtained from the applicant’s current school and must be signed either by the principal, class adviser, or guidance counselor. It serves as proof that the student is of good moral standing and has no major disciplinary records.
  8. Accomplish original copy of the Scholarship Agreement – The applicant and/or the legal guardian must also complete and sign the official ELAP Scholarship Agreement. This agreement outlines the terms and responsibilities of the grantee during the scholarship period and must be submitted as an original document.

What are the economic requirements for availing ELAP?

  1. Accomplished Application Form – The applicant must secure and duly accomplish the official ELAP Application Form issued by OWWA. All sections must be properly filled out with accurate and truthful information regarding the applicant’s identity, relationship to the OFW, and intended use of the assistance.
  2. Passport-size ID photos (2 copies) – Applicants are required to submit two recent passport-size photographs. These must follow standard ID photo guidelines and be clear and professional in appearance.
  3. PSA Authenticated Birth Certificate – The applicant must present a birth certificate issued and authenticated by the Philippine Statistics Authority (PSA). This is used to verify the applicant’s identity and their relationship to the deceased or convicted OFW.
  4. Proof of OWWA membership of the OFW member – A vital requirement is documentation confirming that the OFW was an active OWWA member at the time of their death or conviction. Acceptable proofs include official membership records, OWWA-issued identification, or certification from the OWWA office.
  5. Certificate of receipt of the livelihood package – The applicant or the family must provide a certificate or proof of receipt of the livelihood assistance package from OWWA. This confirms that the economic support portion of ELAP has been disbursed or is being facilitated in conjunction with the educational aid.
  6. Consent from the intended beneficiary that he/she is not interested in the project and is delegating the authority to his/her designated beneficiary who is willing to assume the responsibility for the family

Additional Requirements for Dependents of Convicted OFWs

  1. Member-OFWs name in the official list from the DFA of OFWs who are incarcerated/convicted and meted out of the death penalty in foreign countries as of February 2016
  2. For OWWA members who are not included in the list, a certification from DFA shall be required
