In 2022, the Philippine Health Insurance Corporation (PhilHealth) introduced several pivotal updates aimed at enhancing healthcare services for its members across the nation. These changes encompassed adjustments in premium contribution rates, the introduction of comprehensive outpatient packages, expanded coverage for critical treatments, and continued support amid the COVID-19 pandemic.
Adjustment in Premium Contribution Rates
Effective January 2022, PhilHealth implemented a revised premium contribution rate of 4%, as stipulated by the Universal Health Care Act. This adjustment set the income floor at ₱10,000 and the income ceiling at ₱80,000. Consequently, members earning ₱10,000 and below contributed a fixed monthly premium of ₱400, while those earning above ₱80,000 had their contributions capped at ₱3,200 per month. This increase aimed to bolster PhilHealth’s financial capacity to provide comprehensive health coverage to its members.
Launch of the Konsulta Package
In line with the Universal Health Care Law, PhilHealth introduced the “Konsultasyong Sulit at Tama” or “Konsulta” Package in 2022. This comprehensive outpatient benefit package was designed to provide members with regular medical consultations, essential laboratory tests, and select medications at no additional cost. The initiative emphasized preventive care, aiming to detect and manage health conditions early, thereby reducing the need for more intensive treatments later. Members were encouraged to register with accredited Konsulta providers to avail of these services, promoting a proactive approach to health management.
Expanded Coverage for Hemodialysis Treatments
Recognizing the increasing prevalence of chronic kidney disease among Filipinos, PhilHealth expanded its hemodialysis coverage in 2022. Initially covering 90 sessions per year, the benefit was extended to 144 sessions annually, providing substantial relief to patients requiring regular dialysis treatments. This extension was particularly beneficial for patients undergoing maintenance hemodialysis, as it alleviated the financial burden associated with frequent sessions. The additional sessions were made available until December 31, 2022, with the stipulation that they be prescribed by attending physicians and utilized exclusively for outpatient dialysis.
COVID-19 Benefit Packages
Amid the ongoing challenges posed by the COVID-19 pandemic, PhilHealth continued to offer comprehensive benefit packages for the inpatient management of confirmed COVID-19 cases. These packages were structured based on the severity of the disease, ensuring that patients received appropriate financial support corresponding to their medical needs. The benefit amounts varied, with specific packages delineated for moderate, severe, and critical cases, applicable across different hospital levels. This initiative underscored PhilHealth’s commitment to supporting members during the health crisis by mitigating the financial impact of COVID-19-related hospitalizations. PhilHealth
Efforts to Enhance Accessibility and Member Engagement
Throughout 2022, PhilHealth undertook efforts to increase the number of accredited healthcare providers under the Konsulta Package. By August 31, 2022, there were 877 accredited Konsulta providers nationwide, reflecting PhilHealth’s dedication to making preventive and primary care services more accessible to its members. Members were encouraged to register with these providers to fully utilize the benefits offered under the Konsulta Package. PhilHealth
Conclusion
The year 2022 marked a significant period for PhilHealth as it implemented key reforms to enhance healthcare delivery and financial protection for its members. The adjustments in premium contributions aimed to strengthen the organization’s funding, while the introduction of the Konsulta Package emphasized preventive care. The expanded coverage for hemodialysis treatments addressed the needs of patients with chronic kidney disease, and the tailored COVID-19 benefit packages provided crucial support during the pandemic. Collectively, these initiatives reflected PhilHealth’s commitment to advancing universal health coverage and improving the overall well-being of Filipinos.
